Legislative-draft activities of the Institute

The Institute is actively involved in conducting scientific legal examination of bills sent to various government organizations address the Kazakh National University named  al-Farabi:

  • In 2007, the creative team headed by Academician of NAS RK G.Sapargalieva developed a draft law «On changes and amendments in the Constitution of the Republic of Kazakhstan», which was adopted by the Parliament of 18 May 2007.

  • The draft law «On amnesty in connection with the 20th anniversary of Independence of Kazakhstan»;

  • The bill «On the internal affairs bodies;

  • The concept of the draft law «On republican budget for 2013-2015»;

  • The concept of the Criminal Code of the Republic of Kazakhstan;

  • The draft law of RK «On the State Border of the Republic of Kazakhstan» and e.t.c

    Constitutional Law of the Republic of Kazakhstan «On amendments and additions to some constitutional laws of the Republic of Kazakhstan on improvement of legislation in the sphere of activity of the First President of the Republic of Kazakhstan — Leader of the Nation.»
    — 2009 on the basis of the agreement on public procurement number 60 from 1.04.2009, at Treasury concluded with the Ministry of Justice has conducted a scientific legal examination of 21 projects of the Republic of Kazakhstan legislation;

    — 2010 by the Ministry of Justice of 42 scientific legal expertise on draft laws of Kazakhstan and the concept of draft laws;

    — 2011 have been concluded for the provision of expert services to the Ministry of Justice and the Institute of parliamentarism. It generated about 84 scientific legal and criminological research findings;

    — 2012 as a contract to carry out scientific legal opinions have been concluded with the Ministry of Justice (about 40 prisoners had been prepared);

    — In 2013-2014 a total of 85 was prepared by the scientific legal expertise of bills on the order of the various Ministries of the Republic of Kazakhstan;

    — In 2015 The treaty № 80 / c  from 8 April 2015 on the provision of services for scientific legal examination of international treaties was signed  between the Kazakh National Al-Farabi and the Ministry of Justice  (trained over 120 findings by the Institute of State and Law).
